I have the honour to enclose herewith copy of a memorandum handed to me by Mr. P.V. MoLane, ex- Canadian Government Trade Commissioner in Hong Kong, covering a report prepared at the request of Mr. Gimson, Colonial Secretary of Hong Kong on conditions in that Colony.

I also enclose copy of a further letter written by Mr. McLane for and under the instructions of Mr. Gimson.
